El castigo explica que la base del memoratorio o la remisión de los binaans se ha establecido en los párrafos 2 del artículo 14 de la Ley No 12/1999 relativa al acompañamiento, en la que se menciona que el problema de la preparación de la remisión y la ejecución ejemplar figura en el Reglamento del Gobierno (PP).
