According to the data of the National Waste Management System (SIPSN) Ministry of Environment and Forestry (KLHK), DKI Jakarta Province became the city with the fourth largest junk plantation in Indonesia. The cause of many trashes in Jakarta is not only sourced from Jakarta only, but there is also a waste of delivery from Bogor and Depok that is carried out the river flow of Ciliwung. The Provincial Government of Jakarta continues to seek solutions to rejuvenate waste problems in the river.
Utilizing an area of 7.048 square meters next to the river flow of Ciliwung TB Simatupang, the Provincial Government of Jakarta builds a waste filter with a budget worth Rp195 billion as one of the real solutions to deal with waste problems that continue to occur in the capital city.
This TB Simatupang segment waste filter managed to intercept hundreds of cubic meters of the Ciliwung River hulu to Jakarta. According to the supervisor of Garbage Handling Units (UPS) of the Environmental Office (LH) DKI Jakarta, Bily Sagala, since operating on November 2023, the garbage filter was able to intercept 230 cubic meters of garbage consisting of wood, rubber, plastic, textile, glass to metal.

The filter and trash handling project in the Ciliwung River Segment TB Simatupang is built with two floating pontons and one segment building for plated handling namely filtration and garbage discharge. Floating ponton working system serves to direct the garbage to the river segment.
The filter system is done plated so that the garbage picking of the Ciliwung River can be done in a severity, from the coarse filter until the filter is smoother. Meanwhile the discharge system is divided into two stages. The first stage discharger serves to break large-sized trashes such as wood, bamboo, mattresses, building scraps, etc. to 10-20 cm size. At the second stage of discharge, the garbage that has been through the first discharge is reserved back to 3-5 cm size. The waste that has been through the second discharge will generate 43 percent compost and 53 percent of Refuse Derived Fuel (RDF) as well as the remaining residues.
Until the end of November 2023, the garbage processing at the location has converted 145.290 kilograms of waste to RDF that can be used as an alternative fuel replacement coal.
